They're repeating Trumps words verbatim "no collusion no collusion no collusion". Basically saying "Hey the driver was drunk... so what he killed a family of four... he's innocent because he wasn't SPEEDING!".

Why would someone be arrested merely for "Intent" to commit a crime?
- Thousands of people are in jail for intent. One good example is when someone asks another person to harm or murder someone. If that person who was asked informs legal authorities they can set up a meeting between the two parties and record the threat. That person who made the threat will indeed be sentenced to prison time.
That person did not actually commit the crime of murder but our society deems a persons INTENT to commit a serious crime is a crime in itself.

Trump had the authority to remove Comey, but he could not do it for the "wrong reason".
FACTS:
The firing of then Acting FBI Director James Comey on May 9 2017, immediately occurring after his May 3 2017 congressional testimony, at which time he confirmed the continuation of the investigation into Russian tampering in the election and the possibility of collusion between Russia and the Trump campaign was an obvious action on the behalf of Donald Trump to end or at least sequester the Russia Investigation.
His termination also followed Comey's requests for increased resources to pursue the investigation and reports that a grand jury had issued subpoenas in the investigation into former National Security Advisor Michael Flynn. (Who later pleaded guilty to perjury, after lying about his involvement in Trump's sorted plans)
The principal criteria for impeachment of a sitting President: Article II, sec. 4 of the Constitution provides for removal of the president from office “on Impeachment for, and Conviction of, Treason, Bribery, or other high Crimes and Misdemeanors.”
